As he says, it could work on a SteamID basis. If someone has signed up to FBG before, deleted their account, and wants to sign up again, the system would be able to tell that that SteamID has signed up before, and not give the person who signed them up any plinks. That way people could still sign up again, but it would not give any extra plinks.

Maybe instead of trying to find holes in ideas that people give, you should attempt to find holes, and then offer a solution on how to fill them.
